This is already explained in the docs, but people don't read docs. Normal behavior of the Ban is to prevent access to the addresses you specify (also called black-list).
If you want to allow only specified addresses to access your files, you can. If you want the opposite, to allow the addresses that you specify (white-list), enter all addresses in a single row preceded by a \ character.
You need only 1 row to get it.
Let say you want 1 and 2 to pass, others to be blocked. Let say you want to allow all your 192.168 local network plus your office at 1.1.1.1.

The opening \ character inverts the logic, so everything that is NOT 1 or 2 will be banned. The opening \ character inverts the logic, so everything else is banned.
